Financial Services >> Electronic Money Transfer Service BD

What is EMTS?
The regular paper based money order service of the post office seemed a time consuming, expensive and inefficient approach of remit money to any part of the country. There was a demand for quick transfer of money to locations where the beneficiary can collect and use it instantly. With this perspective in view, Bangladesh Post launched a new money order service named Electronic Money Transfer Service (EMTS), commonly known as Mobile Money Order Service. This fulfilled the expectations of people to remit the desired amount of money to their near and dear ones so as to utilize when they need. This is mobile as well as web based remittance service available in all important post offices of the country. The sender can send the money within a minute and recipient/beneficiary can collect it instantly. Both sender and recipient get confirmation of the remittance and disbursement as soon as it is made in their mobile phones.
Area Coverage :
This service is available in all important post offices of the country. Presently 2750 post offices provide the EMTS which is covering all district, upazilla/thana and important/busy rural post office locations. Every month hundreds of post officials are being trained and the service is expanded to those locations.
EMTS Tools/Devices:
Bangladesh Post maintains a server and call center to monitor and support the service. All Electronic Money Transfer Service locations (post offices) are equipped with computer, internet connectivity and/or mobile phones which are used to send the issue or payment request to the server.
Procedure: The sender goes to the post office and fills up an issue form (EMO -1) giving required information like sender name, address, mobile phone number, recipient's name, address mobile phone number, amount of money to be sent etc. The post office staff sends the information to the central server through the computer or official EMTS mobile phone. When the request is accepted and confirmed by the server through issuing SMS generating a 16 digit unique PIN to senders mobile phone and a separate confirmation message is sent to issuing post office. The sender shall inform the recipient to collect the money from his/her nearest post office. The recipient goes to the post office and again fill up the disburse form (EMO-2) and claim the money showing the PIN. The post office counter operator verifies the information given by the recipient from server with those used earlier by sender; if everything is match the disbursement procedure is made. As soon as the disbursement is completed the sender is again confirmed by another SMS generated by the server.

Why and What is Father's Day ?

Father's Day is a celebration honoring fathers and celebrating fatherhood, paternal bonds, and the influence of fathers in society. Many countries celebrate it on the third Sunday of June, but it is also celebrated widely on other days. Father's Day was created to complement Mother's Day, a celebration that honors mothers and motherhood.

Father's Day was inaugurated in the United States in the early 20th century to complement Mother's Day in celebrating fatherhood and male parenting.

After the success obtained by Anna Jarvis with the promotion of Mother's Day in the US, some wanted to create similar holidays for other family members, and Father's Day was the choice most likely to succeed. There were other persons in the US who independently thought of "Father's Day",[1][2] but the credit for the modern holiday is often given to Sonora Dodd,[2] who was the driving force behind its establishment.[3]

Father's Day was founded in Spokane, Washington at the YMCA in 1910 by Sonora Smart Dodd, who was born in Arkansas.[3] Its first celebration was in the Spokane YMCA on June 19, 1910.[3][4] Her father, the Civil War veteran William Jackson Smart, was a single parent who raised his six children there.[3] After hearing a sermon about Jarvis' Mother's Day in 1909, she told her pastor that fathers should have a similar holiday honoring them.[3] Although she initially suggested June 5, her father's birthday, the pastors did not have enough time to prepare their sermons, and the celebration was deferred to the third Sunday of June.

It did not have much success initially. In the 1920s, Dodd stopped promoting the celebration because she was studying in the Art Institute of Chicago, and it faded into relative obscurity, even in Spokane.[5] In the 1930s Dodd returned to Spokane and started promoting the celebration again, raising awareness at a national level.[6] She had the help of those trade groups that would benefit most from the holiday, for example the manufacturers of ties, tobacco pipes, and any traditional present to fathers.[7] Since 1938 she had the help of the Father's Day Council, founded by the New York Associated Men's Wear Retailers to consolidate and systematize the commercial promotion.[8] Americans resisted the holiday during a few decades, perceiving it as just an attempt by merchants to replicate the commercial success of Mother's Day, and newspapers frequently featured cynical and sarcastic attacks and jokes.[9] But the trade groups did not give up: they kept promoting it and even incorporated the jokes into their adverts, and they eventually succeeded.[10] By the mid 1980s the Father's Council wrote that "(...) [Father's Day] has become a 'Second Christmas' for all the men's gift-oriented industries."

A bill to accord national recognition of the holiday was introduced in Congress in 1913.[12] In 1916, President Woodrow Wilson went to Spokane to speak in a Father's Day celebration[13] and wanted to make it official, but Congress resisted, fearing that it would become commercialized.[14] US President Calvin Coolidge recommended in 1924 that the day be observed by the nation, but stopped short of issuing a national proclamation.[13] Two earlier attempts to formally recognize the holiday had been defeated by Congress.[13][15] In 1957, Maine Senator Margaret Chase Smith wrote a proposal accusing Congress of ignoring fathers for 40 years while honoring mothers, thus "[singling] out just one of our two parents".[15] In 1966, President Lyndon B. Johnson issued the first presidential proclamation honoring fathers, designating the third Sunday in June as Father's Day.[14] Six years later, the day was made a permanent national holiday when President Richard Nixon signed it into law in 1972.

In addition to Father's Day, International Men's Day is celebrated in many countries on November 19 for men and boys who are not fathers.
Similar celebrations

A "Father's Day" service was held on July 5, 1908, in Fairmont, West Virginia, in the Williams Memorial Methodist Episcopal Church South, now known as Central United Methodist Church.[1] Grace Golden Clayton was mourning the loss of her father when, on December 1907, the Monongah Mining Disaster in nearby Monongah killed 361 men, 250 of them fathers, leaving around a thousand fatherless children. Clayton suggested her pastor Robert Thomas Webb to honor all those fathers.[17][18][19] Clayton chose the Sunday nearest to the birthday of her father, Methodist minister Fletcher Golden.

Clayton's event did not have repercussions outside of Fairmont for several reasons, among them: the city was overwhelmed by other events, the celebration was never promoted outside of the town itself and no proclamation was made in the City Council. Also two events overshadowed this event: the celebration of Independence Day July 4, 1908, with 12,000 attendants and several shows including a hot air balloon event, which took over the headlines in the following days, and the death of a 16-year-old girl on July 4. The local church and Council were overwhelmed and they did not even think of promoting the event, and it was not celebrated again for many years. The original sermon was not reproduced in press and it was lost. Finally, Clayton was a quiet person, who never promoted the event or even talked to other persons about it.

Clayton also may have been inspired by Anna Jarvis' crusade to establish Mother's Day; two months prior, Jarvis had held a celebration for her dead mother in Grafton, West Virginia, a town about 15 miles (24 km) away from Fairmont.[citation needed]

In 1911, Jane Addams proposed a city-wide Father's Day in Chicago, but she was turned down.

In 1912, there was a Father's Day celebration in Vancouver, Washington, suggested by Methodist pastor J. J. Berringer of the Irvingtom Methodist Church. They believed mistakenly that they had been the first to celebrate such a day.[1] They followed a 1911 suggestion by the Portland Oregonian.

Harry C. Meek, member of Lions Clubs International, claimed that he had first the idea for Father's Day in 1915.[1][2] Meek claimed that the third Sunday of June was chosen because it was his birthday (it would have been more natural to choose his father's birthday).[2] The Lions Club has named him "Originator of Father's Day".[1] Meek made many efforts to promote Father's Day and make it an official holiday.Spelling

In the United States, Dodd used the "Fathers' Day" spelling on her original petition for the holiday, but the spelling "Father's Day" was already used in 1913 when a bill was introduced to the U.S. Congress as the first attempt to establish the holiday,[12] and it was still spelled the same way when its creator was commended in 2008 by the U.S. Congress.

A special court in Dhaka has awarded death penalty to Jamaat Secretary General Ali Ahsan Mohammad Mojaheed for offences during Bangladesh’s war of independence 42 years back.
Five out of seven charges have been proved beyond doubt, Justice Obaidul Hassan, head judge of International Crimes Tribunal-2, announced in a jam-packed courtroom Wednesday afternoon.
The Jamaat linchpin, who led the infamous Al-Badr force in killing intellectuals of the land at the fag end of the 1971 Liberation War, received death penalty for three charges, and life sentence and five-year imprisonment for two others.
Standing in the dock wearing a Panjabi, the 65-year-old shook his head in disapproval of the judgement.
This is the sixth verdict in the sensational war crimes trial that was initiated 40 years into the country’s birth, which the Jamaat was strongly against and instrumental to negate.
His party has enforced a countrywide daylong hartal (shutdown) to protest the verdict.
Mojaheed’s verdict came couple of days after another war crimes tribunal, ICT-1, awarded former Jamaat chief Ghulam Azam 90 years jail.
Tight security was arranged in and around the ICT-2 building as the court prepared to deliver judgement on Mojaheed Wednesday.
A contingent of securitymen guarded the Jamaat top leader as he was taken to the prison cell of the court at 9:42am in a white microbus.
He was taken to the tribunal dock just one hour later.
The court started its proceedings at 10:48am.
After a brief description of the case, Justice Md Shahinur Islam, a judge on the three-member panel, started reading out from the 209-page verdict.
A 37-page excerpt was read out.
BACKGROUND
Mojaheed, a former technocrat minister of the last BNP-led alliance government, was arrested on June 29, 2010, in connection with hurting religious sentiments of Muslims.
The investigation agency, designated to probe war crimes, started investigation his alleged crimes during the war on July 21, 2010, and completed its probe in October, 2011.
Mojaheed was shown arrested in the war crimes case on August 2, 2010.
On January 16, 2012, the prosecution submitted 34 charges against him and the tribunal took the charges into cognisance on January 26.
The case was transferred to Tribunal-2 on April 25, 2012.
On June 21, 2012, Mojaheed, who was a top leader of Islami Chhatra Sangha, the student wing of Jamaat in 1971, was indicted on seven charges.
As per the indictment order, Mojaheed in October 1971 was elected provincial president of Chhatra Sangha and became the chief of Al-Badr, an auxiliary force of the Pakistan army that was especially responsible for the planned killings of the intellectuals at the fag-end of the nine-month-long war.
Al-Badr was an “action section” and “armed wing” of Jamaat and was formed mainly with the members of Islami Chhatra Sangha, the Tribunal-2 observed during the proceeding of another war crime suspect Jamaat leader Muhammad Kamaruzzaman’s verdict.
As many as 17 prosecution witnesses including the investigation officer of the case testified against Mojaheed, while his younger son gave testimony as the lone defence witness.
The prosecution and the defence placed closing arguments between May 7 and June 5.
Earlier on June 5, the tribunal kept the Mojaheed case CAV (Curia Advisari Vult, a Latin legal term meaning verdict would be delivered anytime).
WAR TRIAL PROGRESS REPORT
The two tribunals dealing with the war crimes cases have so far delivered verdicts in five cases.
The Tribunal-1 on July 15 awarded 90-year jail to former Jamaat-e-Islami chief Ghulam Azam for his war time offences.
The Tribunal-2 awarded expelled Jamaat leader Abul Kalam Azad and Jamaat Assistant Secretary General Muhammad Kamaruzzaman death sentence and another Assistant Secretary General Abdul Quader Mollah life sentence, while the Tribunal-1 awarded Jamaat leader Delawar Hossain Sayedee capital punishment.

Child marriage up (STOP it)

BANGLADESH HAS ONE OF THE HIGHEST PREVALENCE OF CHILD MARRIAGE IN THE WORLD, BUT A STARTLING STUDY SUGGESTS PEOPLE DO NOT CONSIDER IT A ‘PROBLEM.’

An ICDDR,B study that explored the nature of early marriages and tried to understand the role of the community, revealed that people do not see any “visible” benefit in delaying marriage.

Young girls who suffered due to early marriage are the only ones aware of the pitfalls.

Early marriage that robs a girl’s physical, psychological and social development leads to early pregnancy, resulting in complications and deaths.

According to law, 18 is the minimum marriageable age for a girl in Bangladesh. The country ratified the UN convention on child rights, meaning until 18 everyone is child.

But Bangladesh Demographic and Health Survey (BDHS) found two-thirds of women were married off before 18.

“It’s (early marriage) a complex social issue,” Dr Quamrun Nahar, an ICDDR,B associate scientist said while presenting the study results on Monday.

“Community does not see any visible benefit in delaying marriage especially when the risk of keeping girls at home outweighs the benefit,” she said.

The study found social insecurity like sexual harassment, poverty, dowry, fear of breaking social norms, and pressure from others were the reasons behind early marriage.

USAID funded the study.

It deputy director (health) in Dhaka Gregory Adams says this was to generate data to address the root cause of child marriage.

The qualitative study was carried out in four villages in four corners of Bangladesh as researchers say marriage age has regional variations. The reasons of early marriage also differ.

For examples, in north-eastern Habiganj it was found “very difficult” to resist a marriage proposal from immigrants, but in south-western Jessore parents’ fear of girls falling in love and its consequences like suicide led them to marry off girls early.

Coxs Bazar large family size and religious belief play the role while in northern Kurigram poverty and limited employment opportunities for girls’ are mainly responsible for early marriage.

The study also tried to identify the roles of individuals, family, local authorities, law enforcing agencies, marriage registrars, and religious leaders in preventing early marriage and revealed a dismal picture.

The community perceived that as an individual or family they have ‘little role’ to play in preventing early marriage in the neighbourhood.

solutionsbd.blogspot.com
They identified some key local actors who have major role in preventing early marriage like local political leaders, marriage registrars and religious leaders like Imam.

Upazila Nirbahi Officer (UNO), police, lawyer, marriage registrar, union parishad chairman, upazilla member and imam (Muslim religious leader) were interviewed in the study that also reviewed different documents like marriage register and birth certificates.

But it is the parents who take the decision about their marriage, girls told the researchers. “We obey our parents”.

But a few of them “sounded confident” that they would be able to convince their parents to delay marriage.

“If not they would ask help from local authority,” the associate scientist Dr Nahar said.

But parents asked the researchers why they would wait?

“My neighbour’s daughter is about the same age. She got married and is happy in her conjugal life” was one of the explanations parents gave to the researchers.

The government in 2011 introduced a rule to verify age through birth certificate before registering a marriage.

Upazilla chairman issues the certificate, but sometimes even marriage registrar doubts the age mentioned in the certificate.

As an individual, it was revealed that, people said they had “little to do’ to stop early marriage.

But they said local leaders, administrators, and law-enforcing agencies can play a role in stopping early marriage.

The government has also introduced a helpline 10921.

Secretary at the women affairs ministry Tariq-ul-Islam said they had introduced a helpline ‘10921’ in which they receive call.

But when they try to prevent a marriage, the parents ask, “then what?”

“Would you stop harassment, what about the financial support for her education,” he said, adding that the government was keen to solve the problem.

He said the government offers stipend for girls’ secondary level education so that they stay in schools and acknowledged that more need to be done.

ICDDR,B’s director for the Centre for Population, Urbanisation and Climate Change Dr Peter Kim Streatfield said Bangladesh has long been known for early marriage.

“Only some West African countries (Niger, Mali, Chad) report earlier female age at marriage than Bangladesh,” he said.

The research suggested raising awareness about the benefits of delaying marriage so that people understand the ill effects of early marriage.

Social security enhancement has been suggested along with empowering girls to tackle the menace.
